2020 Candidates: DuPage County Board

District 2 | District 3 |District 5 | District 6

County Board District 2

Paula Garcia

Why are you running for this office?

I am running to make sure the County represents all residents. I want the County to be a fact based, fair minded, forward thinking county. I have experience in fighting for the needs of those that were not being treated equally. I want to listen to resident’s needs and find solutions. My experience for the last two decades has been to be a facilitator and to find solutions. I want to bring this experience to the County Board.

What are you planning to do if you win?

I plan to meet with all the departments and listen to residents. I plan to make sure that the residents’ needs and best interests are being met. I want to see facts on what has been working and what hasn’t and then find out why. It seems the world is changing so fast – I want to make sure that DuPage County is prepared to handle anything and be a leader in ideas, technology, stormwater solutions and sustainability.

County Board District 3

Gail Cabala-Lowry

Why are you running for this office?

DuPage County has 336 square miles within its boundaries. Land use decisions on the county board are made on a regular basis and how these decisions are made will affect the overall health, vibrancy and sustainability of our built environment and natural areas. With 25 years experience as a licensed architect in Illinois, and a Master of Science from the UIUC College of Agricultural, Consumer and Environmental Sciences, I hope to bring my knowledge of planning, zoning, construction and sustainable design to the land use decision making process of the DuPage County Board.

What are you planning to do if you win?

If elected, my democratic values will guide my decisions on the county board, putting the greater good of the people and community at large first.

I will work to promote the goals consistent with the CMAP GoTo 2040 Comprehensive Regional Plan which include: Managing and conserving water and energy sources; Expanding and improving parks and open space; promoting sustainable local food: and Achieving greater livability through land use and housing decisions (i.e. making housing affordable for senior citizens AND millennials).

With my knowledge about construction contracts and costs, and the request for proposal and bidding process, I will provide sensible and prudent oversight of contractor selection for county construction and maintenance contracts.

County Board District 5

Amy Chavez

Why are you running for this office?

I donโ€™t want to be a bystander! Local politics shape our community. I want to bring my business knowledge and fresh perspective to the DuPage County Board by actively representing District 5 and making DuPage an even better place to live.

What are you planning to do if you win?

I will represent your voice, your family, and your Democratic values. As a businesswoman, I believe in transparency, accountability, and actionable commitments. I plan to be your advocate by:

  • Ensuring every contract goes out for bid
  • Protecting our county citizens from toxic dumping
  • Limiting tax dollar payments to lobbyists in Springfield
  • Mitigating stormwater for the whole county (not just those in the highest tax brackets)
  • Implementing programs that break the cycle of mass incarceration, poverty, and violence, and change the legacy of parolees
  • Supporting sustainable business practices
  • Ensuring adequate budget dollars are directed to our most vulnerable citizens
  • Demanding more from our elected officials, fewer closed-door meetings, more transparency
  • Supporting environmental initiatives that bring jobs and resilient solutions to DuPage county
  • Upholding Equal Pay for Equal Work
  • Economizing so that the focus is on services for DuPage citizens, not outside interests

County Board District 6

Greg Schwarze

Why are you running for this office?

The opportunity to serve the wonderful residents of our community has always been a passion for me, as has been evident in both my professional and personal life. As a local Firefighter/Paramedic for over 25 years, I have had the opportunity to see the best and worst times for the residents in DuPage County. I have first-hand contact on an everyday basis with the real people who live here.

I also am currently serving in my 4th term in the position of Carol Stream Village Trustee. In this capacity, I am fortunate to have opportunities to speak with residents about the needs of our community. My experience and compassion in this role have allowed me to take serving our residents to a whole new level, which I hope to continue to do in an even greater role as your representative on the DuPage County Board.

What are you planning to do if you win?

I will represent EVERYONE within my District. I will focus on the needs of our growing senior population and support policies for the working-middle class. I will continue my track record of being fiscally responsible. New discussions regarding the opioid crisis need to be made with the epidemic worsening, as I have seen first hand as a Firefighter/Paramedic. Protecting our environment has to be considered in every decision made. Public Safety will always be a priority. I will be transparent and available to my constituents. I promise to serve with humbleness, honesty, and integrity.
